Tabs for Comments/Note

Please add a tab for Comments/Note because it's too risky if one of team forgot to set the comment as a note and send it as a public comments when trying to send a public comments, please add a notice toast (with confirmation) like "You're about sending a comment which publicly viewable by the client" with a button "Sure/Cancel" to avoid accident send a note as a comment but, for sure also add a checkbox to "Don't show the notice in a XX hours/days"
